Mainly, this was especially released for fans interested in entering Big Bang's current global cover contest, in which participants has the choice to do a dance cover of "Bad Boy" and "Blue" (more information here) in celebration of Big Bang's comeback.
The video, which is translated in English for international fans, features Seungri with two back up dancers, Gon and Deuk. Seungri teaches the "faltering steps" choreography, also called the "seunguridangdang dance."
